This took too much hunting on the HP support site to not jot down. [update] when followed that link does not work. HP sales: 800-888-0262 [further update] HP refuses to sell the upgrade to PocketPC 2003, they would rather me upgrade my hardware. Microsoft was not too into it either. This guy provided the right software while these folks provided a valid license.

Nortel Contivity VPN Client for Linux
A university site with downloads for the Nortel convitivy client used for Linux. Milage may vary in use. The site is in German (although the screen shots are in English), so some skills in reading German or with a translation service will be needed.
I no longer need this client and don't have it installed anywhere as I've left the job that used the Nortel client. I've left this link up on my site as it appears to be a very popular search engine target. I had a hard time finding this client when I went hunting and am glad to shorten your search.
